The optimise storage button makes macOS on your Mac. Handle its storage more efficiently.
Its does this by recognising and controlling, what you need and what you don't need. For example;
Itunes: Any movie or TV show that you have purchased and watched. Will be automatically removed.
Mail: Stops the automatic download of attachments when using mail, Thus giving you more power as to what you want and what you use.
Empty Trash Automatically
Have you ever noticed the track can in the bottom right-hand side of your mac screen? Ever noticed it looks like its full of something?
That's your data.

In reduce clutter, macOS helps you find and identify the most massive files that you might now need or use anymore.
